The Public Health Service (PHS) policy based on Public Law requires that institutions receiving grant or contract funds from the PHS adhere to the "Guide for the Care and Use of Laboratory Animals" in studies involving animal subjects. The "Guide" states that "survival surgery on rodents does not require a special facility but should be performed using sterile instruments, surgical gloves and aseptic procedures to prevent clinical infections."
